Cheapest Cell phone plans?

I am a teenager and my parents won't pay for a cell phone for me. They say I can get a cell phone when I can pay for it, but I'm too young to get a job. I do want calling and texting on the phone. All the plans are way to expensive. What are the cheapest companies and plans? Thanks.
