Why if there is such a high pregnancy rate in the states , why is the morning after pill not freely available?

Why is the Morning after pill not supplied at chemists etc ? Why is it not free for teenagers ?? and why is is so expensive ?? This makes no sense at all , i am british and this dumbfounds me. Would be really interested in your theories.
